Defence Minister to visit Arunachal

New Delhi, Apr 30: Defence Minister Manohar Parrikar will undertake a three-day visit starting tomorrow to Arunachal Pradesh, just days before Prime Minister Narendra Modi's trip to China.

Parrikar will visit Army stations in the state and will also attend the Tawang festival. Modi is scheduled to travel to China in May. China had objected to the visit of former Defence Minister A K Antony to Arunachal Pradesh to which China lays its claim. Hitting back, Antony had criticized China for raising objections to his visit to Arunachal Pradesh. PTI

 

Arunachal extends help to Nepal

ITANAGAR, April 30: Extending a helping hand to the destruction ravaged Nepal in the aftermath of the devastating earthquake on April 25, Arunachal Pradesh will send one thousand tents for establishment of relief camps and temporary shelter for those who lost their home and hearth in the calamity.  The decision was taken by Chief Minister Nabam Tuki taking a cue from the Central Government, which is doing all it can to provide relief to the people of Nepal.

State government officials have been directed to immediately procure the tents and send these to Nepal by-road via Siliguri in West Bengal.

The tents along with other relief materials will be escorted by officials of the state Disaster Management Department and hand over the same to authorities overseeing relief and rehabilitation operations in the neighboring country.

The Chief Minister has reiterated the State’s solidarity with the quake victims and assured all possible help from the state government.

A day earlier, the Chief Minister had written letters to the Prime Minister of Nepal as well as the Chief Ministers of affected states of Bihar and West Bengal conveying deep condolences for those killed in the earthquake and prayed for speedy recovery of the injured and a successful relief and rehabilitation process.  (Media Cell, CMO)

 

Review meeting of PHE&WS held

ITANAGAR, Apr 30: Two days joint review meeting of PHE&WS Department was held on April 29th and 30 to discuss the issues and achievement made under drinking water sector during 2014-15 under Rural as well as Urban areas, review of Swachh Bharat Mission (Gramin)- achievements and shortcomings. The vision document 2030 prepared by the Department was also discussed in detail to make it a comprehensive and fulfilling vision.  

The manual on technology option on Solid Liquid Waste Management was also released on the occasion.

Tajom Taloh, Commissioner (PHE&WSD) while expressing satisfaction with the overall achievement of the Department, called upon the officials to look for ways and means to improve upon the efficiency through dedicated trainings, committed individual contribution, close coordination and quarterly basis reviews at the field level.

He also advised for right assessment of water sources while formulating the project reports, so that situation of drying up of sources afterwards thereby rendering redundancy to the project can be avoided. On Swachh Bharat Mission, however,  he opined that much is needed to be done. He called for rigorous and time bound awareness campaigns involving other relevant Department, as well. He also highlighted the importance to promote the sense of ownership of the programme amongst the officers.

Minister (PHE&WSD)   Takam Pario impressed upon the Department to be transparent in its dealing and initiate necessary steps to make the people aware of its activities and encourage their participation. He also outlined the importance on protection of catchment area of water sources.

Further, he advised the officers to take the most important programme of Swachh Bharat Mission on priority to help the state achieve the target of cleanliness and safe sanitation.

The Department which already documents its achievements through photographs and power point presentations, resolved to include co-ordinates in each photographs of the completed works to avoid any sort of duplicity of works which is initiated in few of its Divisions already.

Tomi Ete, former Secretary (PHE&WSD) also attended the meeting on the second day and shared his experiences and knowledge with the Departmental officers.

 

Training on Biometric Enrolment under NPR

Aalo, Apr 30: A district level training cum awareness on Biometric enrolment under National Population Registration organized by Directorate of Census Operation and attended by all administrative officers and link departments was held under the chairmanship of West Siang Deputy Commissioner Pige Ligu at Conference Hall of DC Office on 29th April last.

Chairing the meet, Ligu asked one and all to take up the training keenly to equip

themselves for the long drawn national exercise that will benefit all immensely in the years to come.

Exhorting the officers to take up the landmark programme of Govt. of India, he said team effort and motivation is essential to gear up the programme in the district and Sub-

divisional.

The Joint Director of Census Operations, Shillong Bharati Chanda and Assistant Director Utpal Sharma disclosed that the national duty has to be taken up in a realistic manner at all levels to create a comprehensive digital data base identity for registering the entire citizens of the country.

It is process driven to complete the survey of all citizens at a particular place in a given point of time. (DIPRO)

 

Orgs to launch democratic movement

ITANAGAR, Apr 30: The Youth Organization Movement of Arunachal (YOMA) recently held a joint meeting with Arunachal Youth Organization and Save Arunachal Youth Organization where they decided to launch democratic movement in a phased manner seeking fulfillment of various demands placed by them.  

Their demands include repealing of Arunachal Pradesh Unlawful Activities (Prevention) Act, furnish white paper on current financial crisis, immediate imposition of President Rule and lastly CBI or CVC investigation into the alleged financial mismanagement.

 

MGNREGA performance reviewed

ITANAGAR, Apr 30: The performance of MGNREGA during 2014-15 and plan for its effective implementation in the current financial year 2015-16 was reviewed in a meeting held at the conference of SIRD here on April 28.  The PDs of the DRDAs and the BDOs were present in it.

While reviewing the implementation of processes of the schemes, RD Commissioner T Taggu directed all the PDs and BDOs to follow the procedure as per the Labour Budget and ensure effective implementation of all the CSS programmes meant for the rural poor of the state.

RD Commissioner, who has also presided over the meeting, requested the Deputy Commissioners to strictly monitor the  implementation of the CSS programme and  also directed to follow the instructions issued by the Union Ministry Rural Development.

The RD Commissioner  directed the concerned officers to ensure mandatory 100 per cent uploading of DATA in the MIS and also ensure  opening of bank account of all the registered households under  Pradhan Mantri Jan Dhan Yojana and to make payment both wages and non-wages through respective accounts. The performance of the BDOs shall be reviewed monthly basis, he further said.

Earlier, in his keynote address  RD Director Tarin Dakpe highlighted the decision taken by the Empowered Committee meeting held on March 20 last at New Delhi under the chairmanship of RS secretary (RD), Union Ministry of Rural Development.

Sanjib Das, PO (MGNREGA)  through power-point presentation explained detailed about the Projected Labour Budget and Agreed Labour Budget of 2015-16. He also explained the procedure to revamp the implementing process of MGNREGA.

The meeting also reviewed the  implementation of the lAY/IWMP/SECC/Aam-Admi Bima Yojana, SAGY and installation of V-Sat Data connectivity installed by TATA Net.

All the DRDAs presented the district-wise performance and photographs of 2014-15 under MGNREGA.

 

CEO refutes allegations

ITANAGAR, Apr 30: CEO cum ADM Talo Potom today termed the allegations of misusing his power  and encroachment of Govt land at Itafort area as baseless and without any iota of truth.

Reacting to the allegations of Arunachal Pradesh Youth Volunteer Activities that Potom has abused his power and encroached Itafort Monument protected area at Itanagar, the CEO said that the land under question were developed long time back and present land under occupation does not encroach the Itafort.

Equipped with necessary documents he further said CEO was appointed and given power and function, much after the land was occupied by the parents of CEO cum ADM in the year 1989 and regularized in the year 1995.

The CEO also  furnished various enquiry reports which were conducted earlier on the same allegations.  The enquiry report of Director of Research, Department of Cultural Affairs, Govt, of A.P.  conducted after same allegation was lodged before Chief Secretary in the year 2013  found that “the boundary wall erected by nodal department is in the same position where the earlier boundary fencing was erected, there is no trace of encroachment.”

In another inquiry against CEO cum ADM conducted by DC cum District Vigilance Officer in the same issue and in the same area on December 28, 2010 found that “the National Monument (Itafort) at ESS-Sector is bounded with fencing and security wall. The overall inspection found that there is no encroachment and destruction of security wall.”

The compound wall constructed by the Research Department has not been disturbed since beginning and till date. Had there been any encroachment in the Itafort, the Department of Research should have lodged complaint to the competent authority, the CEO said in a release.

 

Anjaw BJP unit demands enquiry into Halai Pani hydro project implementation

ITANAGAR, Apr 30: The Bharatiya Janata Party (BJP), Anjaw district has demanded high-level inquiry into delay in implementation of the 16 MW Hydro Project at Halai Pani, Anjaw district.

In a representation submitted to the Governor, the BJP unit alleged that  sanctioned amount of Rs. Fifty one crores thirty seven lakhs)  for  the project was completely used, but the progress of the Halai Pani Project  remains the same  as it was  during the  initial stage.

In addition to this, additional funds were also sanctioned for the same project by citing several seasons and also by preparing the DPR thrice. The total amount sanctioned till 2012 for this project is Rs One hundred nineteen crores & eighty one lakhs thirty four thousand, the representation said. Only a portion of the RCC foundation not worth even a crore was washed away by landslide during June 2012, but it was shown that damages on the ongoing project had occurred several times due to natural calamities, the BJP further  alleged.

 

Awareness programme on livestock health and management

ITANAGAR, Apr 30:  A day long Awareness Programme on Livestock Health and Management was organized by District Animal Husbandry and Veterinary Officer, Kurung Kumey district at Nikja-Taipa village, Koloriang on April 29.

Attending the programme, Bengia Tapo, Anchal Chairperson, Lower Koloriang said that animal husbandry plays a major role in sustaining our livelihood and there is a huge potential in Animal husbandry enterprise as all our meat requirement comes from Assam.

Attending as resource person Dr. Bamang Raja, Veterinary Officer, Palin asked Panchayat leaders and Goan Burah to be proactive and farmers to cooperate with the Department during vaccination programme. He also taught scientific method of piggery farming, Mithun rearing, dairy farming, goat rearing and poultry farming and its scope in the district in particular and state as a whole.    

 

APCSOA terms CEO’s behavior as appalling

ITANAGAR, Apr 30: While throwing its weight behind ICC Deputy Commissioner, Mige Kamki, Arunachal Pradesh Civil Service Officers’ Association (APCSCOA) condemned the appalling behaviour of Chief Estate Officer, Talo Potom directing a superior authority to handover land record documents.

“It is not only an act of insubordination but also imperils the importance of the institution of Deputy Commissioner if his ‘order’ has got the backing of people in the decision making level,” the release said.

It is intriguing as to how a person without clearing the judicial or civil service exams could become an Additional District Magistrate; but modifying rules and jumping conventions with a sole objective of benefiting one individual is not appreciable, the Association said while requesting the government not to amend certain sections of the AP Public Premises (Eviction of un-authorized Occupants) Act, 2003 exclusively for Talo Potom’s cause.

APCSOA also questioned the wasteful expenditure of the CEO in self-extolling print advertisements and flex signboards with his name and education qualifications all over the capital complex.

Meanwhile, APCSOA in a meeting on Wednesday also discussed action plan in the wake of government’s dilly-dallying in implementing the Bagra Committee Report to look into the grievances of APCS officers’ association. It reviewed the progress of the state government’s response towards its service condition related demands pending for a long time.

 

Contractors  meet

ITANAGAR, Apr 30: The All Arunachal Contractor’s Welfare Association (AACWA) along with several other organizations yesterday held a meeting to discuss about proposed hunger strike by AACWA. The member present decided to constitute Joint Action Committee (JAC) in due consultation with other supporting civil societies till all the demands of association is fulfilled by the state government.

Some of the major demands of AACWA are declaration of financial emergency in the state, immediate constitution of Lokaayukta and repealing Arunachal Pradesh Unlawful Activities Prevention Act. 2014.

No formal proposal to link connectivity projects with China

Arunachal inalienable part of India, Govt tells China

New Delhi, Apr 30: Replying to a question in Rajya Sabha today on whether China has asked India to link its Silk Road with India's Spice Route and Mausam Projects,  Minister of State for External Affairs V K Singh said there was no formal proposal to link the two Indian projects with connectivity projects of other countries.

Meanwhile, Government today asserted that Arunachal Pradesh was an integral and inalienable part of India which has been "clearly" conveyed to China on several occasions.

Singh further said both the countries agreed that peace and tranquility on the border is the basis for continued expansion of India-China relations.  China disputes the international boundary between India and China. In the Eastern Sector, China claims approximately 90,000 square kilometres of Indian Territory in Arunachal Pradesh.  "It is reiterated that Arunachal Pradesh is an integral and inalienable part of India. This has been clearly conveyed to the Chinese side on several occasions, including at the highest level," Singh said.

He said the two sides are committed to resolving bilateral issues through dialogue and peaceful negotiations and mutually acceptable manner. Asked whether government has taken up with Beijing the issue of intrusions by Chinese troops in Eastern Ladakh recently, Singh said there was no commonly delineated Line of Actual Control (LAC) in the border between the two countries and that government regularly takes up with China incidents of transgression through established mechanisms. "From time to time, on account of differences in the perception of the LAC, situations have arisen on the ground that could have been avoided if we had a common perception of the LAC," he said.  PTI

 

 

Governor seeks Centre’s attention on road works

Gadkari visits Arunachal

ITANAGAR, Apr 30:  Citing slow progress of road works, Arunachal Pradesh  Governor Lt. General Nirbhay Sharma (Retd) called for personal attention of the Union Minister Nitin Gadkari on the projects in view of its strategic importance.

Governor said this at Raj Bhawan, today when Union Minister for Road Transport & Highways called on him where they discussed on road communication and its impacts in the developmental process of the State.

The Governor emphasised on expediting the road projects in the State. The Governor said that these roads can bring huge economic prosperity in Arunachal Pradesh.

The Governor also thanked the Union Minister for dedicating the 32.50 km Stilwell road section from Jairampur to Pangsu Pass in the Indo-Myanmar border to the nation and laying the foundation stones for six 2-laning road projects in different parts of the State.

Meanwhile, Union minister Road Transport Highways and Shipping, Nitin Jairam Gadkari’s planned visit to Ziro to lay the foundation stone for many projects could not be materialized due to bad weather. Instead inauguration plaque was unveiled simultaneously at Raj Bhavan by Gadkari and at Ziro by MLA Tage Taki, Deputy Commissioner Kanki Darang in the presence of all the HODs, PRI members and representatives from TKECON.

Earlier addressing the people, Minister PWD Gojen Gadi, requested cooperation from all stakeholders for smooth and early completion of the Trans Highway Project.

Parliamentary secretary Sports and youth affairs Likha Saaya, MLAs Tamar Murtem and Tage Taki and host of other officials from the NHIDCL and TKECON were present, DIPRO report added.

 

 

Tourism Dept. yet to clear Pasighat debris

ITANAGAR, Apr 30: Following its blooper of an attempt called ‘Arunachal Spring Carnival’ in Pasighat in March, the tourism department is now organizing another festival, this time in Tawang, from May 1-3.

However, the department is yet to clear all the debris it created in Pasighat.

The festival in Pasighat was organized from March 17 to 19 last in a hush-hush manner and without much publicity. The festival ended midway, mostly due to mismanagement by the department and partly due to lack of coordination among the locals and the department.

And meanwhile, Takap Tagri, winner of the festival’s angling competition, is yet to receive his cash award of Rs 25,000.

"I've approached tourism deputy director Gedo Eshe many a time, but he keeps on denying me my award on one pretext or another,” Tagri rued. "It would have been a real shame for the state if some foreign angler had won the prize," he added.

Several foreigners and people from outside Arunachal Pradesh had participated in the competition. Besides Tagri, the second and third place winners are also yet to receive their cash awards. A source informed that the North East Council on March 23 released the first installment of Rs 6 lakhs for the Pasighat fest, with the state’s matching share of 10 percent for the Rs 25-lakh festival.

 

 

Development challenges for NE states in the changed policy scenario

The development of the North Eastern Region has been given adequate thrust by successive Governments’ in the Centre in recent times.  The Shukla Commission Report on Transforming the North East in 1997 under the Chairmanship of then Member of Planning Commission S.P Shukla gave a detailed analysis on the basic minimum backlogs of the NE Region. It was following the recommendations of this report commissioned by the regime under then Prime Minister H.D Devegowda that a separate Department of Development North Eastern Region was created in 2001 and was subsequently upgraded to a Ministry in 2004 to what we now know as the Ministry of Development of North Eastern Region (DoNER). In addition to the already existing North Eastern Council (NEC), the creation of Ministry of DONER enhanced the scope of the Centre to foster development in the NE States. In retrospect, it would require a comprehensive analysis to summarize the achievements of DoNER and NEC but they continue to remain the two critical agencies - the mandate of which embodies the development aspirations of the people of the North Eastern Region.

In this context, it is important to examine the implications of the new policy changes in the wake of the creation of the NITI Aayog and Fourteenth Finance Commission recommendations on the development landscape of the NE States. There have been apprehensions from different quarters on the discontinuation of the Special Category Status for the NE States which have been listed in the recent Joint Resolution of the NE Chief Ministers submitted to the Prime Minister recently. This is a significant development and there has been concern, rightly so on the abolition of special windows of funding like the Normal Central Assistance (NCA), Normal Plan Assistance (NPA), Special Plan Assistance (SPA) etc. It is important to understand that many of the NE states are late starters in the development journey with the momentum starting from the 11th Plan Period. Therefore, it is important that funding pattern of 90:10 should continue to ensure the completion of projects under the 12th Plan Period.

The recent budget announcement to delink many Central Sector Schemes (CSS) needs some serious rethinking by the Centre. The allocation under CSS in 2013-14 was Rs. 2.14 lac crores and 2014-15 was Rs. 2.52 lac crores. With the budget announcements, for the year 2015-16 a reduction of 33 per cent has been made for CSS schemes with the total allocation being Rs. 1.69 Crores. The rationale that greater devolution of taxes would offset the reduction of CSS allocation holds true only for larger states and would negatively impact the finances of the smaller states, especially the NE States.

The meetings of the CM’s Sub Group on the Rationalization of CSS Schemes under the aegis of NITI Aayog have come out with some important observations and comments. Many member Chief Ministers including Chief Minister of Arunachal have rightly called for continuing the existing Flagship Central Sector Schemes (CSS) encompassing various development sectors. It is also important that Flagship Schemes like National Food Security Act (NFSA), RTE, MNREGA etc backed by effective legislation be continued with 100 per cent funding by the Centre.

There is a need to give adequate weight age to local requirements while framing new Central Sector policies which will ensure the proper direction of development and growth of the states, particularly in the NE Region. Moreover, the flow of funds through the special funding windows should continue. At times of institutional restructuring, the Centre has to be sensitive to the problems afflicting the NE Region. Any attempt to impose unnecessary conditionalities which are general in nature would defy the very essence of Regional Planning for which agencies such as NEC and DoNER were created. The thrust has to be on customizing the ambitious campaigns such an Act East, Make In India in line with the competencies – both geographical and otherwise – of the NE States.  Only a set of progressive policy prescriptions covering critical sectors over a period of time would ensure the growth of NE States at par with the rest of the country. Aftermath of the 25th April  Nepal earthquake: Where do we stand?

What is an earthquake? How does it originate? What are its effects? To a layperson, earthquake is a sudden vibration of the earth.

Our planet Earth is a dynamic in the sense that its lithosphere is broken up into different tectonic plates and these plates are always in motion in different direction. It’s within these plate boundaries that majority of the world's active volcanoes and the earthquake occurs.

According to the record, the Indian plate is currently moving in North East direction at the rate of 5cm per year (geologically its very fast), while another plate, Eurasian plate moving towards South West at only 2cm per year. This is causing the Eurasian plate to deform and Indian plate to compress at a rate of 4 mm or 0.15 inch per year. Unless the movement is faster than its normal speed we would not feel its vibration. According to Hongfeng Yang, an earthquake expert at the Chinese University of Hong Kong, in the case of recent Nepal earth quake, the Indian plate jumped forward about 2 meters or 6.5 feet.

The mountainous region of Himalayan belt is tectonically very active and fragile. Sudden with high intensity of earthquake will be always associated with immeasurable effects and damages. It's not only the building that fails under the stress of seismic waves. Often the unstable region of hills and mountains also fails due to failure in the bearing capacity of the rocks which results large to medium landslides. The Geological Survey of India, Eastern Region, Kolkata have observed and identified that the 2011 Sikkim earthquake triggered several landslide in the region that have not only destroyed the properties and life, even many important roads were blocked. The rescue operations were hampered by the dozens of landslides. The torrential rain and low clouds hampered movement of air supplies and threatened to trigger more mudslides.

The large landslides can even create a temporary dam in the upper course of the river which may create a potential situation for flash floods in the lower course (e.g. Siang flood of 2001). In many of cases, when the surface is underlain by a saturated, sand rich layer of soil, prolonged shaking of the earth can cause the expulsion of fluids from the sand layer resulting into blowing of huge amount of sand with fluid. Liquefaction can also cause other problems as the soil loses its ability to resist shear and flows much like quick sand. Anything relying on the sub - strata for support can shift, tilt, rupture, or collapse.

The twin capital Naharlagun and Itanagar area is covered with the Siwalik rocks which shows that they are nothing else than the alluvial detritus derived from the sub - aerial waste of the mountains, that are swept down by the numerous river. The rocks are composed of coarsely - bedded sandstone, sand rock, clay and conglomerated. The sandstones shows poor stratification and are generally ungraded as regards the grain size. The region is having number of lineaments and active faults which have made the area more vulnerable to the landslides.

The National Highway 52A which runs only 34.5Km connecting Banderdewa - Nirjuli - Naharlagun - Itanagar - Chimpu - Gohpur is the lifeline for the people residing in these localities.

Large scale landslide is occurring frequently during the monsoon season within this short stretch of road. Landslides, resulting subsidence and sinking and blockage of road through accumulation of huge amount of debris, has affected the adjacent settlement during monsoon season.

During the 2008 landslide, all the entry points from northern Assam to the NH 52A to the hill state was blocked. The main block point was at Karsingsa where there was hardly any kilometre of road left without landslide.

On 10th September, 2010 landslide triggered after the heavy rainfall in the capital (790 cm that month) region caused damages to road and communication, life and properties and affected water and electric supply line. During that monsoon the road connection between Itanagar and Naharlagun was under threat with the washing away of a major culvert near Shiv Mandir.

Due to severe damage of road at Karsingsa NH 52 –A, the connectivity between Assam and State capital was at halt for 2 months.

In the recent past almost all of the developmental activities have come up within this National Highway and any damages in any part of this stretch are going to hamper the city dwellers. We have seen in the last two earthquakes (Sikkim and Nepal) in the Himalayan region, how the road as a lifeline have effected smooth delivery of relief and rescue procedure.

In the past the North Eastern region has experienced major earthquake in 1897 and 1950 with a magnitude of 8.1 and 8.7 Richter scale respectively. That shows that the region is due for another major earthquake to strike.

AIRGVM state president A T Kulo passes away

ITANAGAR, Apr 30: All India Rajiv Gandhi Vichar Manch (AIRGVM), Arunachal Pradesh unit president and Arunachal Pradesh Congress Committee (APCC) executive member A T Kulo passed away after prolonged illness at around 12.30 pm today. He wrestled for his life in R.K. Mission for more than a week and breathed his last on way to Shillong for further treatment at NEGRIIMS. He was 53 years and is survived by wife, four sons and one daughter.

Born in 1962 at Kulo village under Baririjo circle in Upper Subansiri district, he did his graduation in Humanity from erstwhile Govt, Degree College (now DNG College) Itanagar.

Late Kulo was associated with Indian National Congress (INC) since 1984 and worked for the party in various capacities as 1st president of NSUI, Govt. College, Itanagar in 1984-1986, Vice-President of NSUI State Unit from 1988-92, Chairman, Minority Cell, APCC from 1993-96, Chairman of Public Grievances & Minority Cell, APCC from 1997-2000, Secretary APCC,  incharge Vigilance from 2008-2011, State President of All India Rajiv Gandhi Vichar Manch International from 2009 and PCC Executive Member from 2010 to till date.

He was also actively associated with many student organizations and NGOs, especially in cooperative movement of Arunachal Pradesh. He also held various portfolios like Telecom Advisory Committee member from 2001-2002, Vice-President of Arunachal Pradesh State Cooperative Union (APSCU) from 2004-2006 and chairman and Executive Director of APSCU.

Meanwhile, APCC deeply condoled the death of its executive member &  state president of AIRGVM, Late A T Kulo.

In a condolence message, the APCC president Padi Richo said “Late Kulo was a hard-working and energetic person who contributed for  the  party with sincerity and dedication since last  three decades. His untimely demise is great loss to the INC in particular and the state as a whole. His  contribution for the welfare of the state will always be remembered by the people, the message said.

Meanwhile, Kara Welfare Society (KWS) also mourned the demise of Alexander Taji Kulo.

Late Kulo will be remembered by the people as dynamic leader, best orator, founder member of GWS and social reformer. His contributions towards the Kara Welfare society and Galo Welfare Society shall always be remembered.  His demise is a great loss for the society and vacuum created on his death will be difficult to fill in, the Society said in a condolence message.

The Galo Students' Union (Apex) has expressed shock at sudden demise of Alexander Taji Kulo today. With the demise of Late Kulo, a sudden vacuum has been created which will take a very long time to fill, it said. A pioneer and a towering personality, he was the founder Secretary General of Galo Welfare Society, the Union said.

The GSU team led by its president Damik Gameh offered two-minutes condolence as a mark of respect for the departed soul and also prayed to the almighty to give strength to the family members in this moment of grief.

 

 

SEWA conducts medical awareness prog with differently abled people

NAMSAI, Apr 30: Awareness programme for persons with disability as preventive intervention  for rural areas of Namsai and Chongkham was held on April 28 & 29 last. The awareness programme was conducted by the Socio-Economic Welfare Association (SEWA) of Namsai in collaboration with Composite Rehabilitation Centre (CRC) Guwahati for the differently abled persons.

At Namsai, the programme was held at Town club on April 28 where of the total 180 participants, 85 persons with different kind of disabilities benefitted.

Dr. Sunil Kumar Ram (OT) Lecturer cum HOD in CRC Guwahati examined patients and also gave practical tips to the parents of those children suffering from cerebral palsy, musculo-skeletal disorder, Mental retardation, Dawn syndrome.

The three Physiotherapist and occupational educationist for differently able persons, Chau Mukul Chowlu, Nang Simitra Mein and Pankaj Neo also provided Preventive and therapeutic physiotherapy to the  participants.

Speaking at the inaugural function Deputy Commissioner of Namsai R K Sharma informed the audience of various scheme available for the differently able person, with 3% reservation in Govt. Jobs. He urged all not to discriminate the differently-abled people.

DC appreciated the organizer and CRC Guwahati for conducting the awareness programme benefitting the poor who cannot afford to go for specialized treatment.  

Dr. C M Thamoung, President of SEWA expressed his gratefulness to all for their support and cooperation in bringing the differently abled persons to attend the one-day programe.  

He also spoke the need on therapeutic counselling for the parents/guardians and patients and physiotherapy techniques.

The day ended with mass prayer and one minute silence for the victims of Earth quake at Nepal and India where thousands succumbed to nature’s fury.

The Chongkham camp was held at Arunachal Pali Vidyapit (APV) school, next day where 70 participants benefited. Most of the cases in Chongkham were patients suffering from cerebral palsy, Down syndrome, mentally retardation.  

Beside some chronic case of Neuropathic pain and weakness, Hemiplegia from post stroke, child with post Meningitis  and Post cerebral malaria complication also attended the camp.

 

 

ABK takes action against shopkeeper

ROING, Apr 30: The Adi Bane Kebang Women Wing (ABKWW) of the district yesterday caught a shop owner selling alcohol illegally without license here, near the forest office. They had earlier conducted a rally against illegal trading and abusing drugs and alcohol, and had circulated notice about strict action against defaulters to shop owners from Shantipur Gate to Roing town.

"Our members had personally gone from shop to shop handing the circular asking shop owners to refrain from selling alcohol or drugs without license or face strict action. We have since been on a constant vigil, and yesterday after getting a tip off, led by our President and GS, we raided this shop and caught the shopkeeper red handed", said a member of ABKWW. Reportedly, they found 44 bottles of beer and whisky at the shop.

According to the ABKWW, the guilty shop owner has been tried as per the local Adi customary law which includes a fine of a certain amount and a written agreement stating that she will never indulge in such activities in future, and if repeated she may be handed over to the police by the Kebang. They also informed that after a lot of homework they have found out a list of names of drug peddlers in the district, and they have submitted the list to the administration, hopeful that the concern department will deal with the peddlers according to law.

 

 

Month-long training on ‘Food Processing’ concludes

RUKSIN, Apr 30: The month long “Entrepreneurship and skill development training on food processing’ at Oyan village by the Indian Institute of Entrepreneurship (IIE), Guwahati sponsored by Ministry of Micro, Small & Medium Entrepreneurs (MSME), Govt of India, in support of Lisang Donyi Welfare Society (NGO), concluded today.

Sille-Oyan block ADO (Agril), Meghnath Bori urged the participants to avail opportunities provided by the MSME to increase their entrepreneur skill and work to enhance their household economy through production and trading of processed food.

Welcoming the participants Lisang Donyi Welfare Society (LDWS) secretary, Jitendra Pait requested local unemployed youths to take the path of self employment through entrepreneurship training.

Master Trainer entrusted from IIE, Vijoy Singh imparted training on preparation of pickle, jam, jelly squash, candy and juice from the locally available fruits and vegetables with practical demonstration and also taught on preservation measures.

The manager of Oyan branch of Arunachal Pradesh Rural Bank, Ebom Zirdo, assured all possible help to the local entrepreneurs. He also distributed the certificates to the trainees on their successful completion of the month-long training.

Thirty local unemployed youths participated in the skill development training.

NE rebels are tacitly supported by China

For long India has been alleging that Chinese government is tacitly supporting the armed insurgent groups of the North East region. Even though Chinese totally denies it some of the report collected by intelligence agency definitely point finger towards them. MoS Home Kiren Rijiju while making a statement in Rajya Sabha yesterday informed that government have received reports about various insurgent groups operating in the country's North Eastern region procuring arms and sophisticated weapons from China-Myanmar border towns and South-East Asia. Though government is yet to find any information about direct involvement of Chinese, all signs tells that without their support such activities cannot take place.

Recently there was report that as many as nine Northeast militant outfits, including the ULFA (I), NDFB(S) and NSCN(K) have formed a joint front. At least three rounds of meetings were held among representatives of the outfits at undisclosed locations in Sagaing division of Myanmar over the last few months, after which the joint front christened as the United National Liberation Front of West South East Asia (UNLFW) was floated. The move to form a joint front by the NE rebel groups has been in the offing since 2011. Indian intelligence quarters suspect that this move by NE rebel outfits has implicit Chinese support, with Beijing upping the pressure on Delhi to gain an upper hand on the border issue. It may also be the Red Dragon’s way of getting even with India for hosting the Tibetan government-in-exile on its soil. Dalai Lama, who formed the Tibetan government-in-exile in 1959 at Dharamshala in Himachal, is referred to as an insurgent by Beijing.

Redress my financial problems

Dear Editor,

Through your esteem daily, I would like to express my grievances regarding payment of bill for construction of Govt Primary school at Ruyi, Kamba under SSA Scheme, 2014-15.

I was awarded a work order vide No. LED/SSA/CW-I/2013-14 dated 11th November 2014 for an amount of Rs- 20,000,00/- ( Twenty Lakh) only for construction of Govt Primary School at Ruyi under SSA Scheme and I was directed to complete the construction work within 6 months from the date of issue of work order.

Accordingly I completed the work within stipulated period.

The authority concern haf also assured to sanction atleast 30% of the total amount upto 31th March 2015 as running bill. But till today, no payment has been made to me, even the 30% which has been assured by the concerned authority.

Moreover, the recent publication in Arunachal Times regarding the RBI AGM direction to SBI to stop the Payment to Arunachal Government cheque  has broken my heart. Now I am in embarrassing situation as I have already taken Rs 5, 00,000/- (Five Lakh) from other source at the @ 5% interest to start the work and if I don’t get the money on time, it will be very embarrassing.

Hence, through your esteem daily, I request the authority concerned particularly, the Chief Minister cum Finance Minister to readdress my grievances by granting at least 30% of the whole amount to reduce the burden of the common man like me.

Rhetoric versus Reality

Dear Editor,

While the state unit of the Bharatiya Janata Party (BJP) is clamouring for President’s Rule in the state, citing financial crisis and corruption, expelled MLA Kalikho Pul recently alleged financial mismanagement to the tune of Rs 6000 crore against the state government.  

GoAP spokesperson Bamang Felix later clarified that the government is not facing a deficit of Rs 6000 crore as alleged. He, however, admitted to an ‘accumulated deficit’ of Rs 4486.74 crore. This accumulation, Felix added, took place over the past 10 years (from Rs 146.47 crore in 2005-2006). 

While claims and counter-claims over the state’s financial health will go on and on, laymen like us will never understand the true meaning of all this political mumbo-jumbo.  Arunachalis by virtue of their simplicity do not understand the rhetoric of these leaders. However, like yours truly, many feel that compared to the erstwhile UPA government, the BJP at the centre has given nothing to Arunachal Pradesh.

The then prime minister, Dr Manmohan Singh visited Itanagar on 31 January, 2008, and announced a Rs 24,000-crore special package for the state’s development. This year, Narendra Modi visited the same place and filled the air at IG Park with rhetoric. He blasted the Tuki government but failed to announce a single project, and left for New Delhi after inaugurating the railway project gifted by the previous government.       

There is a joke doing the rounds in Arunachal: while the Congress government gifted SPA (special planning assistance), the BJP government has handed us the AF-SPA - a draconian Act rejected by every right thinking person in the state.

The BJP at the centre should refrain from allowing its politics to influence the allocation of funds to this cash-starved yet strategically located state. The Centre should not dilly-dally in releasing it share of the CSS. The way the Centre is penny-pinching, it would seem that the Centre itself is reeling under a financial crisis.  I can’t help but cry imposition of president rule in the Centre for it failed to release funds in many States. 

Arunachal would have gotten the required funds if the claims of these leaders during the elections were true.

At the same time, the Tuki-led state government should maintain transparency and accountability with regard to all centrally funded schemes. 

However, no matter what the crisis, it will all be resolved soon. The important thing for both the Centre and the state is that we are Indians and Arunachalees first and should work together for the sake of humanity.

An act of humanity would be to come to the relief of the earthquake victims in Nepal and parts of India. We should rise above petty things and stop blaming each other. Every political party knows the true face of politics they play.

Do not deprive APST students of Post-Matric Scholarship

Dear Editor,

The Post-Matric Scholarship (PMS) for ST students is a 100% Centrally Sponsored Scheme implemented by the State Governments and Union Territory Administrations to provide financial assistance to the Scheduled Tribe students studying at post matriculation or post-secondary stage and beyond under the Ministry of Tribal Affairs, Govt of India. Any Scheduled Tribe candidates who have passed the matriculation or higher secondary or any higher examination of a recognized University or Board of Secondary Education are eligible.

The aforesaid scheme is equally applicable to the State of Arunachal Pradesh with the Department of Social Justice & Empowerment as the nodal department. Scholarships are available for studies in India only which means that any APST students pursuing their studies outside the State of Arunachal Pradesh are also entitled.

However, the nodal department in Arunachal Pradesh has curtailed the benefits of the scholarship to the students studying in Class XI & XII. The nodal department is providing the scholarship benefits to students pursuing studies after passing Class XII [i.e, undergraduate & above] only who can avail the State stipend. It is not understood as why the Department of Social Justice & Empowerment, Govt of Arunachal Pradesh is depriving the benefits to the APST students of Class XI & XII. The scheme is 100% centrally sponsored scheme. Further, the State Govt does not provide any scholarship/stipend to the students of Class XI & XII to APST students pursuing their studies outside the State of Arunachal Pradesh. When the scholarship is not paid through State exchequer, it is not understood as to why the scholarship is being curtailed to the Class XI & XII students which is highly discriminatory.

Through your esteemed daily, I would like to request the concern department not to deprive the APST students and to ensure that the benefits of the central scheme of PMS are provided to the deserving APST students of Class XI & XII.

Stand tall like mighty Himalayas

Dear Editor,

Tears well up in our eyes as we see the heart-breaking pictures of Nepal in ruins post the devastating earthquake, which has rendered thousands homeless and many who have lost their kith and kin and many who still pray and hope that their loved ones may be still alive buried under debris.

Though disaster is a phenomenon experienced by humans since time immemorial, but it poses a big challenge to mankind and despite technological advancements it is difficult to predict exactly time of their occurrence and somehow the disasters surpass all the preparedness.

It will definitely be a herculean task to resurrect the economy of Nepal. But people of Nepal will once again rise like phoenix and stand tall like mighty Himalayas as they know “That the quake can only crumble the houses and crack the walls, but can never crush the spirit of brave people of Nepal.”
